develop into a curse - but so might the family circle - and in a more marked degree so does the Boarding out system where sufficient Care is not [esteemed]. On the other hand properly managed with a good Father and mother looking after them, and judicious oversight exercised by the authorities, I myself think the system an admirable one. It gives the elder working lads a responsibility and makes them feel an interest
