P. was born in a gypsy caravan on Kennington Green in Lambeth, South London. At the age of 14 she worked as a maid earning two shillings a week. P's mother died in 1884 or 1885, and she lived with her grandmother, described as "a very respectable old gipsy". In September 1887 P. went to live in the Society's Connaught Home in Winchester. She went in to service in April 1888 at a house in Winchester, but in June that year her father took her away.
