Dear Mr Rudolf

I sent the form filled up. I fear the [treal] guardians would not do anything in the matter. It appears that, for some technical reason, the Mother ought strictly to be in the Union now. The 2s/- allowance is for her children. They look upon it as stretch of generosity that she is allowed outdoor relief. I cannot understand the rationale
