T. was illegitimate. His mother married and he was boarded out to live with two women (possibly a mother and daughter). T's mother died of consumption [tuberculosis]. His stepfather continued to pay for his board but T. was found very neglected and starving by the NSPCC. He was in Salford Hospital at the time the application was made. T. went to the Rochdale Home in September 1893. In December 1902 he went to work for a hairdresser in Oldham, but returned to Rochdale in February 1903. He left the Home at end of March 1903. During World War 1 T. was a private in the 20th Liverpool Regiment. He was killed in action on 28 January 1916, aged about 28.
