Description:

F. was a dwarf, as was his father. His mother, who had been a brush drawer, was in an asylum and his father, a cigar maker, had been unemployed for nine months. As F. was not an orphan he could not be admitted to the parish school for poor children, unless his father went into the workhouse. F. went to the St Michael's Home in Chislehurst in April 1895 and was transferred to the Hedgerley Farm Home in 1899. In January 1900 he went into service as a stable groom.
