This boy W has been deserted by his mother. He is intelligent & quite destitute & no one knows who is father is - The old couple he is now living with are old & poor, & live crowded together in a wretched place, which is most unhealthy, so it is very important he should be taken away from his present surroundings - When his is of age & there is a vacancy, he is to be sent to the "Gordon Boy's Home." So rule no: 27 of course will not apply to him -
